Users Association

As stated in the Bylaws of this Association, the highest authority is vested in the General Assembly. In the Constitution Assembly and by individual nomination, by secret ballot, the members of the Board of Directors are elected for a term of two years, consisting of 5 principal members and two numerical alternates. Once the Board is assembled, the election of its officers takes place.

UISALUD Users Association was created through an Assembly held on May 13, 2015 in the Aula Máxima de Mecánica of the UIS. This assembly was convened by the Board of Directors of CAPRUIS and was attended by 291 CAPRUIS users, as stated in the Articles of Incorporation (see Act No. 01 of Incorporation).

At this meeting the first Board of Directors of the Association was elected. The Board of Directors prepared the draft bylaws that were approved at the Extraordinary General Assembly held on August 20, 2015, as noted in the minutes of that assembly (see Minutes no. 02 of Extraordinary General Assembly).

The Association has its own statutes that guide its operation.

UISALUD Users Association supports its legal existence in Art. 38 of the Political Constitution of Colombia of 1991, as well as in the stipulations of Law 100 of 1993, Arts. 153, 156 and following, in Decree 1757 of 1994, in the Consolidated Single Circular of the National Superintendence of Health, as well as in its External Circulars 047 of the year 2000 and 049 of the year 2008, and in its External Circulars 047 of the year 2000 and 049 of the year 2008. 994, in the Consolidated Single Circular of the National Superintendence of Health, as well as in its External Circulars 047 of 2.000 and 049 of 2.008; and in Laws 647 of 2001 and 1443 of 2011, as well as in the other norms that regulate the social participation in health.

The agreements of the Superior Council, # 063 of September 28, 2015 by which the administration of the social security system in health of the University is assumed and the agreement, # 064 of September 28, 2015, which creates the Specialized Unit for the insurance and provision of social security services in health for the user population of the University, are the internal rules that support the operation of the Association of Users of UISALUD.

Users Association was represented in the Technical Scientific Committee of UISALUD, during the period 2015-2018 by Dr. Miryam Stella Galvis De Sanabria, physician and surgeon of the Industrial University of Santander, specialist in Health Services Administration (UIS), diploma in Administrative Management, Management (UDES), diploma in Strategic Management (UDES), diploma in Customer Service (UDES), diploma in Unique System of Accreditation (INCONTEC). She has extensive experience in teaching and in the public administration of health services and high cost services. She has been retired since September 2013.

For the period 2022-2020, Dr. Álvaro Gómez Torrado, physician and surgeon from the Universidad Industrial de Santander, specialist in Informatics Pedagogy from the UIS, Master in Biochemistry from the Universidad Nacional de Colombia, was elected. Currently, he is a professor linked to the Department of Basic Sciences of the School of Medicine and on commission at the Hospital Universitario de Santander as manager of high cost services.

Currently, the Association is represented by its president, Mr. Saúl Meza Arenas, a pensioner and permanent member of the Board of Directors of UISALUD. Similarly, for the period 2022-2024, Dr. Álvaro Gómez Torrado (principal) and Dr. Miryam Stella Galvis de Sanabria (alternate) were re-elected as representatives to the Technical Scientific Committee of UISALUD.
