Public Call for access to condonable educational loans for research master’s degree studies and medical-surgical specializations.

Possible

Beneficiaries

Colombian professionals admitted to any of the research master’s degree programs and to the medical-surgical specialties offered in this call listed in numeral 6 and who have not begun their studies.

Research

Master's Degrees

The financing for each beneficiary will be for a maximum period of two (2) years and for a maximum amount of EIGHTY MILLION PESOS ($80,000,000).

The following items will be financed:

Tuition support: a maximum amount of TWENTY MILLION PESOS ($20.000.000) for the two (2) years. The remaining program tuition will be subsidized by the University for the same period.

Monthly support:Since these are full-time programs, support will be granted for the support of the beneficiary in the amount of TWO MILLION FIVE HUNDRED THOUSAND PESOS ($2,500,000) for up to 24 months, i.e., a maximum total of $60,000,000.

Medical-surgical

Specializations

The funding for each beneficiary will be for a maximum period of three (3) years and for a maximum amount of ONE HUNDRED TWENTY-SIX MILLION PESOS ($126.000.000)

The following items will be financed:

Tuition support: a maximum amount of THIRTY SIX MILLION PESOS ($36.000.000) for the three (3) years. The remaining tuition money for the program will be subsidized by the University for the same period.

Monthly support: Since these are full-time programs, support for the beneficiary’s maintenance will be granted in the amount of TWO MILLION FIVE HUNDRED THOUSAND PESOS ($2,500,000) for up to 36 months, i.e., a maximum total of $90,000,000.

ENGLISH TEST

UIS ADMISSION

Requirements

.

The applicant must be admitted to one of the programs associated with the focus to which the proposal is submitted and must not have begun studies.

.
  • Registration form duly completed.
  • Resume, in the format established institutionally for this purpose (Appendix 1), with the attachment of the certificates and copies of documents that corroborate what is described therein.
  • Photocopy of valid Colombian identity card or valid passport for foreigners.
  • Recent document type photo, preferably in digital format.
  • Photocopy of the diploma or copy of the undergraduate degree certificate required by the program, issued by an institution of higher education recognized in Colombia. If the applicant has a degree from a foreign university, it must be duly apostilled and translated into Spanish if it is in a foreign language. The degrees must be validated by the Ministerio de Educación Nacional de la República de Colombia in case the applicant will be pursuing a master’s degree in the area of health, law or any other area regulated by national regulations that require this administrative act.
  • Certificate of the grades obtained during undergraduate studies, with mention of the weighted average. In the case of alumni graduating from undergraduate studies at the Universidad Industrial de Santander, it is not necessary to provide this document.
  • Payment receipt issued by the treasury of the Universidad Industrial de Santander for the current registration fee or deposit receipt in the accounts authorized by the UIS.
  • If the advisory committee determines as a requirement the approval of the reading comprehension and written production test in Spanish, present the certificate of approval issued by the School of Languages of the UIS. The cost of the test is not included in the registration fee for the graduate program.
  • Two (2) confidential letters of academic reference, in sealed envelopes, sent directly to the coordination of the graduate program, according to the form established by the Universidad Industrial de Santander, which will be provided by the academic-administrative unit to which the master’s program is attached.
  • For research master’s degrees, certification of foreign language level equivalent to or higher than level A1 according to the Common European Framework of Reference for Languages, according to standardized test or issued by the Language Institute of the UIS. This certification will not be required for those applicants who are native speakers of a foreign language or who have obtained a university degree in a foreign language, according to the description of such studies in the corresponding documents. (Dates for presentation of competency exams May 19th and 25th, request payment receipts in advance by e-mail to ilenguas.recursos@uis.edu.co).
  • Receipt of payment, issued by the UIS treasury, for the current value of the psycho-technical test or receipt of consignment in the accounts authorized by this same university, in the case that the Graduate Programs Advisory Committee of the academic-administrative unit has decided the presentation of such test.
  • In the case of research master’s degrees, a letter of endorsement from a research group or center of the UIS or a scientific institution with which there is an agreement in force, signed by the director of the same, and in which the applicant is presented to the program. The letter of endorsement consists of the commitment of the issuer to support the research work of the applicant and to assist in strengthening the conditions for the development of the degree work. The Graduate Programs Office will establish the reference model letter for this requirement and will send it to all graduate coordinators; this model may be adjusted to the needs of each graduate program, by the Graduate Programs Advisory Committee of each academic-administrative unit, provided that it does not undermine what is expressed in these regulations.

  • Modified by Academic Council Agreement No 013 of January 28, 2014. Certification of foreign language level equivalent or higher than level A1, according to the Common European Framework of Reference for Languages, according to standardized test or issued by the Language Institute of the UIS. This certification will not be required for those applicants who are native speakers of a foreign language or those who have obtained a university degree in a foreign language, according to the description of such studies in the corresponding documents. At the end of the registration period, the Medical Education Department of the School of Health will verify that all those registered in the process are registered in the information system; then, it will generate and send to the applicants the credentials with the citation to the different tests.

PROCEDURE FOR SUBMITTING A

Research Proposal

Research proposal:

It corresponds to a text in which the applicant presents, in a concise manner, the research that he/she will carry out in the development of his/her medical-surgical specialization or master’s degree studies associated with one of the six areas prioritized by the Department of Santander.

The proposal should be submitted considering the following sections:

  • Presentation page: Title of the proposal, candidate’s name, candidate’s ID number, graduate program to which the candidate is admitted and strategic focus of the Department of Santander to which the graduate program and the proposal are associated.
  • Statement of the research question.
  • Justification.
  • Conceptual Framework.
  • General Objective.
  • Specific objectives.
  • Research methodology.
  • Expected results and products of the research.

Contribution of the proposal to the strategic focus of the department of Santander.

Scientific technical support. The following should be reported in this information:

  1. Name of the research group that supports the proposal, current classification (according to the results of the Call for Proposals 894 of 2021 of Ministerio de Ciencia Tecnología e Innovación), summary of the conformation and trajectory. Include the link for consultation in GrupLac and submit as an appendix the letter of support signed by the director of the research group.

      In order to verify and assign the points corresponding to the criterion of scientific technical support of the proposal, the applicant must attach the following documents (in a single PDF separate from that of the proposal as such):

      • Letter of endorsement signed by the director of the research group supporting the proposal, (Appendix 1).
      • Letter of intent signed by the professor who will direct the research work, member of the group that endorses the proposal, (Appendix 2)
      • The high quality accreditation of the program to which the candidate was admitted, issued by the Ministerio de Educación Nacional is a document that the UIS has, so it will not be requested to the candidate.
      • For the purposes of tie-breaking criteria, it is requested to attach the electoral certificate of the last national elections in which they were voters.

 . If these appendixes are not included, the evaluators will not be able to award the respective score. The proposal must be submitted in Arial 11 point font format; double-spaced and with a maximum length of 3000 words or 10 pages, not including bibliography and appendixes. Notice. All information and documentation provided to register for the call for applications is confidential and will not be used for any purpose other than the performance of the evaluation. The process will be covered by confidentiality and no conflict of interest clauses.

DISQUALIFYING

Conditions

. These are all those conditions of manner, time and place, objective or subjective, antecedent or concomitant, predictable of the applicant registered in the Call or of the project submitted for consideration, that prevent the continuity of his participation in the selection process, or that, having obtained the benefit in question, make it impossible for him to enjoy it: .
  • Having a master’s degree or a medical-surgical specialty degree or a higher degree than the one offered in this call.
  • Having started semesters of study of their master’s degree program or medical-surgical specialty.
  • Having funding for the development of the master’s degree program or medical-surgical specialty.
  • The research proposal does not respond to the priorities prioritized by the department of Santander.
  • The program to which he/she was admitted is not part of the list of programs offered in numeral 6 of the present call.

UIS ADMISSION

Requirements

.

The applicant must be admitted to one of the programs associated with the focus to which the proposal is submitted and must not have begun studies.

.
  • Registration form duly completed.
  • Resume, in the format established institutionally for this purpose (Appendix 1), with the attachment of the certificates and copies of documents that corroborate what is described therein.
  • Photocopy of valid Colombian identity card or valid passport for foreigners.
  • Recent document type photo, preferably in digital format.
  • Photocopy of the diploma or copy of the undergraduate degree certificate required by the program, issued by an institution of higher education recognized in Colombia. If the applicant has a degree from a foreign university, it must be duly apostilled and translated into Spanish if it is in a foreign language. The degrees must be validated by the Ministerio de Educación Nacional de la República de Colombia in case the applicant will be pursuing a master’s degree in the area of health, law or any other area regulated by national regulations that require this administrative act.
  • Certificate of the grades obtained during undergraduate studies, with mention of the weighted average. In the case of alumni graduating from undergraduate studies at the Universidad Industrial de Santander, it is not necessary to provide this document.
  • Payment receipt issued by the treasury of the Universidad Industrial de Santander for the current registration fee or deposit receipt in the accounts authorized by the UIS.
  • If the advisory committee determines as a requirement the approval of the reading comprehension and written production test in Spanish, present the certificate of approval issued by the School of Languages of the UIS. The cost of the test is not included in the registration fee for the graduate program.
  • Two (2) confidential letters of academic reference, in sealed envelopes, sent directly to the coordination of the graduate program, according to the form established by the Universidad Industrial de Santander, which will be provided by the academic-administrative unit to which the master’s program is attached.
  • For research master’s degrees, certification of foreign language level equivalent to or higher than level A1 according to the Common European Framework of Reference for Languages, according to standardized test or issued by the Language Institute of the UIS. This certification will not be required for those applicants who are native speakers of a foreign language or who have obtained a university degree in a foreign language, according to the description of such studies in the corresponding documents. (Dates for presentation of competency exams May 19th and 25th, request payment receipts in advance by e-mail to ilenguas.recursos@uis.edu.co).
  • Receipt of payment, issued by the UIS treasury, for the current value of the psycho-technical test or receipt of consignment in the accounts authorized by this same university, in the case that the Graduate Programs Advisory Committee of the academic-administrative unit has decided the presentation of such test.
  • In the case of research master’s degrees, a letter of endorsement from a research group or center of the UIS or a scientific institution with which there is an agreement in force, signed by the director of the same, and in which the applicant is presented to the program. The letter of endorsement consists of the commitment of the issuer to support the research work of the applicant and to assist in strengthening the conditions for the development of the degree work. The Graduate Programs Office will establish the reference model letter for this requirement and will send it to all graduate coordinators; this model may be adjusted to the needs of each graduate program, by the Graduate Programs Advisory Committee of each academic-administrative unit, provided that it does not undermine what is expressed in these regulations.

  • Modified by Academic Council Agreement No 013 of January 28, 2014. Certification of foreign language level equivalent or higher than level A1, according to the Common European Framework of Reference for Languages, according to standardized test or issued by the Language Institute of the UIS. This certification will not be required for those applicants who are native speakers of a foreign language or those who have obtained a university degree in a foreign language, according to the description of such studies in the corresponding documents. At the end of the registration period, the Medical Education Department of the School of Health will verify that all those registered in the process are registered in the information system; then, it will generate and send to the applicants the credentials with the citation to the different tests.

PROCEDURE FOR SUBMITTING A

Research Proposal

Research proposal:

It corresponds to a text in which the applicant presents, in a concise manner, the research that he/she will carry out in the development of his/her medical-surgical specialization or master’s degree studies associated with one of the six areas prioritized by the Department of Santander.

The proposal should be submitted considering the following sections:

  • Presentation page: Title of the proposal, candidate’s name, candidate’s ID number, graduate program to which the candidate is admitted and strategic focus of the Department of Santander to which the graduate program and the proposal are associated.
  • Statement of the research question.
  • Justification.
  • Conceptual Framework.
  • General Objective.
  • Specific objectives.
  • Research methodology.
  • Expected results and products of the research.

Contribution of the proposal to the strategic focus of the department of Santander.

Scientific technical support. The following should be reported in this information:

  1. Name of the research group that supports the proposal, current classification (according to the results of the Call for Proposals 894 of 2021 of Ministerio de Ciencia Tecnología e Innovación), summary of the conformation and trajectory. Include the link for consultation in GrupLac and submit as an appendix the letter of support signed by the director of the research group.

    • Appendices:

      In order to verify and assign the points corresponding to the criterion of scientific technical support of the proposal, the applicant must attach the following documents (in a single PDF separate from that of the proposal as such):

      • Letter of endorsement signed by the director of the research group supporting the proposal, (Appendix 1).
      • Letter of intent signed by the professor who will direct the research work, member of the group that endorses the proposal, (Appendix 2)
      • The high quality accreditation of the program to which the candidate was admitted, issued by the Ministerio de Educación Nacional is a document that the UIS has, so it will not be requested to the candidate.
      • For the purposes of tie-breaking criteria, it is requested to attach the electoral certificate of the last national elections in which they were voters.

 . If these appendixes are not included, the evaluators will not be able to award the respective score. The proposal must be submitted in Arial 11 point font format; double-spaced and with a maximum length of 3000 words or 10 pages, not including bibliography and appendixes. Notice. All information and documentation provided to register for the call for applications is confidential and will not be used for any purpose other than the performance of the evaluation. The process will be covered by confidentiality and no conflict of interest clauses.

DISQUALIFYING

Conditions

. These are all those conditions of manner, time and place, objective or subjective, antecedent or concomitant, predictable of the applicant registered in the Call or of the project submitted for consideration, that prevent the continuity of his participation in the selection process, or that, having obtained the benefit in question, make it impossible for him to enjoy it: .
  • Having a master’s degree or a medical-surgical specialty degree or a higher degree than the one offered in this call.
  • Having started semesters of study of their master’s degree program or medical-surgical specialty.
  • Having funding for the development of the master’s degree program or medical-surgical specialty.
  • The research proposal does not respond to the priorities prioritized by the department of Santander.
  • The program to which he/she was admitted is not part of the list of programs offered in numeral 6 of the present call.
