Rector

Hernán Porras Díaz, the rector and legal representative of Universidad Industrial de Santander (UIS), is a civil engineer who graduated from Universidad Industrial de Santander; he holds a master’s degree in Computer Science and a PhD in Telecommunications from Universidad Politécnica de Madrid (Spain), and a master’s degree in Technology Management from Universidad Pontificia Bolivariana (UPB).

He has been linked to the UIS since 1983, in the position of professor, attached to the School of Civil Engineering of the Faculty of Physicomechanical Engineering. He has the category of Laureate Professor, the highest rank in the faculty hierarchy. He has been director of 32 graduate, 69 undergraduate, and 62 extension projects. He is the co-author of 11 scientific articles, 2 books, and 5 research projects. Co-investigator in projects funded by Colciencias and National Institutes of Health (NIH). Founder in 1998, and leader since then, of the Geomatics, Management and Optimization of Systems Research Group.

During his academic career at the Universidad Industrial de Santander, and under the figure of the administrative commission, he has held the positions of director of the Planning Office, director of the Center for Regional Studies, dean (ad int.) of the School of Physical and Mechanical Engineering, and director (ad int.) of the School of Civil Engineering. In the public sector, he has also served as Secretary of Water and Environment for the Department of Santander and head of Municipal Planning of Bucaramanga.

In addition, by appointment of those who have served as governor of the Department of Santander, he has been its representative to the Board of Directors of the Instituto Universitario de la Paz (1998), the Superior Council of the Technological Units of Santander (1995), and the Board of Directors of the Corporación Autónoma Regional de Santander (CAS) (1995).

His academic recognitions include, among others: Cum Laude Distinction in undergraduate UIS, Cum Laude Distinction in doctoral studies; and Distinguished Alumni of the Instituto Técnico Superior Dámaso Zapata. In turn, Botón de Oro in the Founder category of the Universidad Pontificia Bolivariana, Bucaramanga section, and the Luis Enrique Aramburo Bolaños Engineering Award from the same university, in recognition of a life dedicated to the service of engineering and education in Santander and the country.

He is an honorary member of the Academy of History of Santander. Between February 2017 and May 2019, he assumed the role of vice president of the Corporation Network of Education, Research, and Development Institutions of Eastern Colombia (Unired). Then, between November 2017 and November 2018, he served as president of the Board of Directors of the Colombian Association of Universities (Ascun), and at the end of his term he was elected a member of the Board of Directors of Ascun, for a period of two years.

His work as rector and legal representative of the UIS began on February 15, 2016; directive management that, in attention to the provisions of the General Statute of the Universidad Industrial de Santander, was extended until February 14, 2019. Subsequently, he was reelected by the Superior Council for a second rector’s term, which ran from May 7, 2019 to May 6, 2022; and from May 7, 2022, he assumed the leadership of a third rector’s term that will last until May 6, 2025.

Rector’s

Duties

  • To comply with and carry out the legal, statutory, and regulatory provisions in force.
  • To direct, control, and evaluate the planning and general operation of the University and report to the Superior Council.
  • To implement the policies agreed upon by the Superior Council.
  • To present for the consideration of the Academic Council, for its study and concept, and to the Superior Council, for its approval, the management programs, annual budgets, and institutional development plans.
  • To sign contracts, agreements, and issue the necessary acts for the achievement of the objectives of the University, subject to compliance with the requirements established by the internal bylaws for their nature and amount, and as not provided therein, by the provisions of the law and other applicable tax provisions.
  • To appoint and remove the personnel of the University in accordance with the pertinent provisions.
  • To appoint and remove the Deans of Faculty in accordance with the provisions of these Bylaws.
  • To authorize with his signature the degrees conferred by the University.
  • To grant sabbatical periods to professors who meet the conditions established in the current regulations, subject to the favorable opinion of the respective Faculty Council.
  • To authorize foreign commissions and study commissions for administrative staff and faculty in accordance with current recommendations.
  • To present the proposed budget for the consideration of the Superior Council and to execute it once it has been issued.
  • To issue the manuals of functions and requirements and those of administrative procedures. To apply the disciplinary sanctions that correspond to it by Bylaws and Regulations.
  • To establish the procedures for the election of alumni, students, professors, and other members who, in accordance with the bylaws, are part of the different University corporations.
  • To present to the Superior Council an annual report on its management.
  • The Rector may delegate to the Vice Rectors or Deans such functions as he considers necessary.

  • Holding a university degree valid in the country.
  • Having been directly linked to the university sector, either as a professor, as a researcher, in management positions, or having participated in its management bodies or its bodies for a period of no less than two years.
  • Holding professional experience of at least five years as a professor, in the productive sector, or in the public service.
  • Evidence of contributions to science, technology, culture, or social development.
