IDENTIFICATION OF HAZARDS, RISK ASSESSMENT AND EVALUATION, AND CONTROL ESTABLISHMENT

What is the identification of hazards, risk assessment and evaluation, and control establishment?

A process to determine whether a hazard exists and define its characteristics, where the level of risk is determined associated with the level of probability of occurrence of said risk and the level of severity of the consequences of its occurrence; thus issuing a judgment on the tolerance or not of the estimated risk and implementing control measures to the identified hazards that allow eliminating or mitigating as much as possible the probability of occurrence of occupational disease, incidents or work accidents.


Who is responsible for hazard identification and risk assessment?

At UIS, the identification of hazards is the responsibility of each UAA through the officials and/or professional delegated by the management of the UAA with the coordination and accompaniment of the SST sub-process. (PTH.21)

Questions

It must be updated at least annually, and whenever there is a fatal work accident or a catastrophic event in the institution, or when there are changes in processes, facilities, machinery, or equipment. (Decree 1072 of 2015)

Yes, in accordance with Decree 1072 of 2015, the identification of hazards and risk assessment must be carried out by the employer or contractor with the participation and commitment of all levels of the company. It must be documented and updated at least annually.

After identifying the hazards, assessing and prioritizing the risks, and determining the respective controls, the heads of the UAAs, with the advice and support of the SST sub-process, will be responsible for implementing and complying with the controls established in the Hazard Identification, Risk Assessment and Evaluation, and Control Establishment Matrix FTH.107. (PTH.21)

It applies to all processes, areas, routine and non-routine activities, and to all officials, teachers, contractors, and students of the Universidad Industrial de Santander affiliated with the Occupational Risk Administrator. (PTH.21)

Preventive and control measures must be established based on their cost-benefit analysis, considering the following prioritization scheme: elimination, substitution, engineering controls, administrative controls, personal or collective protective equipment; the establishment of these measures will be subject to the prioritization process. For non-priority risks, existing controls will be maintained when the risk assessment is at an acceptable level. (PTH.21)

University employees, attached to inter-institutional agreements, who carry out their work in the facilities of the allied entity, in the case of hazard identification, evaluation and risk assessment, will follow the methodology applied by the corresponding institution from which they will send the prioritization of their risks to the UAA to which they belong and this in turn to the sub-process of Occupational Safety and Health of the Universidad Industrial de Santander. The Universidad Industrial de Santander uses the methodology contained in the updated GTC 45 to carry out hazard identification, risk assessment, and control application, in order to comply with the requirements established in Colombian SST legislation applicable and in force. (PTH.21)
