HISTORICAL

Summary

Until March 2016, the Universidad Industrial de Santander managed the University Social Security Health System through the Social Security Fund CAPRUIS. However, within the framework of Laws 647 of 2001 and 1443 of 2011, and as a result of an audit conducted by the Superintendencia Nacional de Salud, the University decided, through the Superior Council agreement No. 063 of 2015, to directly assume the administration of the Social Security Health System by means of a specialized unit in charge of the insurance and provision of health services directly and through the external network of service providers, for the population subject to insurance, as defined in the applicable regulations in force.

Through the Superior Council Agreement No. 064 of 2015, the University modified its organizational structure in order to create the Specialized Unit for the assurance and provision of social security services in health for the UIS user population, which, subsequently, through the Superior Council Agreement No. 099 of 2015, was named UISALUD.

The administrative structure of UISALUD is made up of the Management Council, the Directorate, the Assurance Group, the Health Services Provision Group and the Advisory Group in Health Quality Assurance, Epidemiology and Public Health.

The Superior Council of the Universidad Industrial de Santander, by means of Agreement Nº 022 of 2016, approved the Regulations for the Provision of Services of UISALUD, in force since April 2016.

Mission

The Specialized Health Unit of the Universidad Industrial de Santander (UISALUD) is a special regime entity within the General System of Social Security in Health. UISALUD provides health services in the primary and complementary areas with a committed human talent and a network of qualified providers, ensures health risk management and efficient management of its resources, seeking to implement an innovative approach in its processes with high ethical, quality and social responsibility standards.

In 2030, UISALUD will be a national reference entity, given its excellent performance in the insurance and provision of health services in the primary and complementary areas, supported by its financial soundness.

STRATEGIC

Objectives

.

UISALUD has set strategic objectives according to the Balanced Scorecard methodology proposed by Kaplan and Norton in four perspectives: financial, customer, processes and learning.

  • Financial Perspective

F1. Ensure financial sustainability.

  • Customer Perspective

C1. Achieve impact on the improvement of the health status of the user population.

C2. To increase the levels of positive perception of the user regarding the service provided, in relation to the quality attributes required in the guidelines for qualification and accreditation.

C3. To strengthen a culture of self-care among users as co-responsible for the improvement of their state of health.

  • Processes Perspective

P1. To guarantee the quality of the service provided in relation to the quality attributes required in the guidelines for qualification and accreditation (safety, relevance, timeliness, continuity, coordination, efficiency, competence, among others).

 

P2. Ensure quality throughout the care cycle in the provider network.

P3. Achieve a level of improvement in the standards defined in the health accreditation manual.

P4. Strengthen communication and education programs for users and their families to generate a culture of self-care and support greater adherence to treatment.

P5. Increase the coverage of existing programs and create new programs in accordance with national guidelines and the needs of the user population, oriented towards healthy lifestyles and early detection.

  • Learning Perspective

    A1. Strengthen the competencies of human talent, ensuring the necessary education and training with emphasis on the competencies associated with the axes of accreditation and on the level of self-control for the optimal development of activities.

    A2. Promote cultural transformation and organizational climate that contribute to individual and institutional development.

    A3. To have an information system that supports all processes and organizational decision-making.
