Historical

Background

Until March 31, 2016, the Universidad Industrial de Santander managed the University Social Security Health System through the delegated entity, Caja de Previsión Social from the Universidad Industrial de Santander “CAPRUIS”. However, in the framework of Laws 647 of 2001 and 1443 of 2011, and as a result of the audit carried out by the National Superintendence of Health, decided, through the agreement of the Superior Council no. 063 of 2015, to directly assume the management of the Health Social Security System, through the specialized unit in charge of the insurance and provision of health services, directly and through the external network of service providers, for the population subject to insurance, as defined in the applicable regulations in force.

With the agreement of the Superior Council No. 064 of 2015, the University modified its organizational structure to create the Specialized Unit of Insurance and Provision of Social Security Services in Health for the UIS user population, which subsequently, with the agreement of the Superior Council No. 099 of 2015, received the name of UISALUD.

The administrative structure of UISALUD is made up of the Board of Directors, the Management, the Assurance Group, the Health Services Group and the Health Quality Assurance, Epidemiology and Public Health Advisory Group.

The Superior Council of the Universidad Industrial de Santander, by means of Agreement No. 022 of 2016, approved the Regulations for the Provision of Services of UISALUD, effective from the date it became operational, that is, from April 1, 2016.

Mission

The Specialized Health Unit of the Universidad Industrial de Santander (UISALUD) is a special regime entity within the General System of Social Security in Health. UISALUD provides primary and complementary health services with a dedicated human talent and a network of qualified providers, ensuring health risk management and efficient management of its resources, seeking to implement an innovative approach to its processes with high ethical standards, quality and social responsibility.

Vision

In the year 2030, UISALUD will be a model company in the national territory for its excellence in the insurance and provision of primary and complementary health services, supported by its financial soundness.

STRATEGIC

Objectives

.

At UISALUD, strategic objectives have been established according to the Balanced Scorecard methodology proposed by Kaplan and Norton, encompassing four perspectives: Financial, Customer, Processes, and Learning.

  • Financial Perspective

F1. Ensure financial sustainability.

  • Customer Perspective

C1. Achieve impact on improving the health status of the user population.

C2. Increase the level of positive user perception of the service provided in relation to the quality attributes required in the guidelines for qualification and accreditation.

C3. To strengthen a culture of self-care among users, as co-responsible for the improvement of their health status.

  • Processes Perspective

P1. To guarantee the quality of the service provided in relation to the quality attributes required in the guidelines for qualification and accreditation (safety, relevance, timeliness, continuity, coordination, efficiency, competence, among others).

P2. Ensure quality throughout the care cycle in the provider network.

P3. To achieve a level of improvement in the standards defined in the Health Accreditation Manual.

P4. Strengthen communication and education programs for users and their families to create a culture of self-care and support greater adherence to treatment.

P5. Increase the coverage of existing programs and create new programs in accordance with national guidelines and the needs of the user population, focusing on healthy lifestyles and early detection.

  • Learning perspective

A1. Strengthen the competencies of human talent, ensuring the necessary education and training, with emphasis on the competencies associated with the axes of accreditation and on the level of self-control for the optimal development of activities.

A2. Promote cultural transformation and organizational climate that contribute to individual and institutional development.

A3. To have an information system that supports all processes and organizational decisions.
