National Government, through the Ministerio de Educación Nacional (MEN) and the Department of Social Prosperity (DPS), has been offering a set of support programs to undergraduate students for the payment of their tuition and contribution for support. Each program has specific regulations that are updated in each term or academic period through operating regulations. These documents record the conditions of access, term of support, causes of loss of benefit, among other generalities of each program. Next, the Free Tuition Policy program, the Jóvenes en Acción Program and the Generación E program, with the associated regulations, are presented.

Matrícula
The benefit granted within the framework of the Free Tuition Policy consists of the payment of the tuition fee for students in undergraduate programs in public higher education institutions (IES).
The value covered by this benefit corresponds to the final value of tuition after applying the discounts or support to which the student is entitled, such as voting for electoral suffrage, scholarships, support from territorial entities, and other sources or concepts. This amount does not include other payments such as interterm courses, degree rights, complementary, extraordinary, extemporaneous, or administrative charges.
Duration of the benefit
The duration of the benefit is determined according to the number of academic periods necessary to complete the program of studies. The Ministry of Education will calculate the number of periods to be financed according to a formula that considers:
(a) The total number of credits for the program.
b) The credits approved by the student in the previous
c) The average number of credits enrolled per period.
This calculation is made only once, during the academic period in which the benefit is granted to the student.
Requirements
To be a beneficiary of the Free Tuition Policy, students must meet the following requirements:
- Be enrolled in an undergraduate academic program (professional technical, technological or university), in any of the public IES listed in the regulations and registered in the SNIES.
- Do not possess a professional university degree.
- Demonstrate belonging to one of the following groups:
- Socioeconomic status 1, 2, 3, or no status.
- Indigenous population.
- Rrom population.
- Black, Afro-Colombian, Raizal and Palenquero communities.
- Victims of the conflict.
- Population with disabilities.
- Rural communities.
- Population deprived of liberty.
- Groups A, B or C of the Sisbén IV, in any of its subgroups.
Causes for termination of the benefit
- Upon completion of the duration of the benefit according to the regulations.
- When the beneficiary has accessed the Free Enrollment Policy with untruthful information or adulterated documents.
- When the person loses the student status according to the internal regulations of the IES.
- When the student obtains a university professional degree.
- When the student dies.

Generación E
Generación E is a National Government program aimed at social transformation and the development of the country’s regions through access, permanence, and graduation to higher education for young people in economically vulnerable conditions. Generación E will allow 336,000 young people from all over the country to enter higher education and have more opportunities to advance in their life projects.
The Generación E program is divided into three components aimed at enabling the country’s young people to access higher education.
EQUIDAD
Equidad subsidizes 100% of the value of the ordinary net undergraduate tuition charged by public Higher Education Institutions for undergraduate programs with current qualified registration (professional technical, technological or university program) under any methodology (in-person or remote).
