Rector
Professor HERNÁN PORRAS DÍAZ, Rector and Legal Representative of the Universidad Industrial de Santander (UIS), is a civil engineer graduated from this institution, with advanced academic training including a master’s degree in Computer Science and a Ph.D. in Telecommunications from Universidad Politécnica de Madrid (Spain), as well as a master’s degree in Technology Management from Universidad Pontificia Bolivariana (UPB).
Since 1983, he has been affiliated with the Universidad Industrial de Santander (UIS) as a professor in the School of Civil Engineering, part of the Faculty of Physicomechanical Engineering, where he currently holds the rank of full distinguished professor, the highest distinction in the academic career path. Throughout his career, he has led more than 160 high-level research, outreach, and academic training projects. He has co-authored scientific articles and books, and has participated as a co-investigator in projects funded by Colciencias and the National Institutes of Health (NIH). In 1998, he founded the research group on Geomatics, Systems Management, and Optimization, which he has led ever since.

His commitment to institutional development has led him to serve in various strategic roles at the Universidad Industrial de Santander (UIS), including Director of the Office of Planning, Director of the Center for Regional Studies, Acting Dean of the Faculty of Physicomechanical Engineering, and Acting Director of the School of Civil Engineering. In the public sector, he has served as Secretary of Water and Environment for the Department of Santander and as Head of Municipal Planning in Bucaramanga. He has also represented the Governor of Santander in various regional and educational bodies.
Among his many distinctions are Cum Laude honors in both his undergraduate and doctoral studies, the title of Egresado Benemérito from the Instituto Técnico Superior Dámaso Zapata, the UPB Gold Button (Founder category), the Premio Ingenieril Luis Enrique Aramburo Bolaños for his lifelong dedication to engineering and education, and a distinction from the Sociedad Santandereana de Ingenieros (SSI) for his exemplary professional career and service to engineering in Colombia.
He has been an honorary member of the Academia de Historia de Santander, Vice President of Unired (2017–2019), President of the Board of Directors of Ascun (2017–2018), also serving on its board for an additional two years, and President of the Group of Ten (G-10).
On February 15, 2016, he began his first term as Rector of UIS. Since then, he has led an institutional transformation focused on academic excellence, innovation, national and international outreach, and university well-being. He was re-elected by the Concejo Superior (Board of Trustees) on three occasions: in 2019, 2022, and most recently in 2025, for a fourth and final term as rector, which will run through May 8, 2028, under the motto: “Innovation and knowledge for social and productive transformation.”

Rector’s
Duties
.- To comply with and carry out the legal, statutory, and regulatory provisions in force.
- To direct, control, and evaluate the planning and general operation of the University and report to the Superior Council.
- To implement the policies agreed upon by the Superior Council.
- To present for the consideration of the Academic Council, for its study and concept, and to the Superior Council, for its approval, the management programs, annual budgets, and institutional development plans.
- To sign contracts, agreements, and issue the necessary acts for the achievement of the objectives of the University, subject to compliance with the requirements established by the internal bylaws for their nature and amount, and as not provided therein, by the provisions of the law and other applicable tax provisions.
- To appoint and remove the personnel of the University in accordance with the pertinent provisions.
- To appoint and remove the Deans of Faculty in accordance with the provisions of these Bylaws.
- To authorize with his signature the degrees conferred by the University.
- To grant sabbatical periods to professors who meet the conditions established in the current regulations, subject to the favorable opinion of the respective Faculty Council.
- To authorize foreign commissions and study commissions for administrative staff and faculty in accordance with current recommendations.
- To present the proposed budget for the consideration of the Superior Council and to execute it once it has been issued.
- To issue the manuals of functions and requirements and those of administrative procedures. To apply the disciplinary sanctions that correspond to it by Bylaws and Regulations.
- To establish the procedures for the election of alumni, students, professors, and other members who, in accordance with the bylaws, are part of the different University corporations.
- To present to the Superior Council an annual report on its management.
- The Rector may delegate to the Vice Rectors or Deans such functions as he considers necessary.

- Being an active Colombian citizen.
- Holding a university degree valid in the country.
- Having been directly linked to the university sector, either as a professor, as a researcher, in management positions, or having participated in its management bodies or its bodies for a period of no less than two years.
- Holding professional experience of at least five years as a professor, in the productive sector, or in the public service.
- Evidence of contributions to science, technology, culture, or social development.
