Transparency and Public Ethics

Program

The Transparency and Public Ethics Program (PTEP) is a set of strategic actions defined and implemented by an institution to promote transparency and ethics in public management, fostering public trust in institutions. This program aims to identify, measure, control, and monitor corruption risks that may arise in the execution of its core activities, ensuring compliance with the principles of transparency, integrity, and good governance.

Law 2195 of January 18, 2022, which amends Article 73 of Law 1474 of 2011 (Anti-Corruption and Citizen Service Plan), establishes that all national, departmental, and municipal entities, regardless of their contracting regime, must implement Transparency and Public Ethics Programs.

Additionally, Decree 1122 of August 30, 2024, states that territorial entities will have up to two years to develop their program, following the technical guidelines issued by the Secretariat of Transparency of the Presidency of the Republic. Therefore, entities are encouraged to establish a transition plan within this timeframe to develop the Transparency and Public Ethics Program.

In compliance with these regulations, the Universidad Industrial de Santander presents the Transition Plan for the Transparency and Public Ethics Program for the years 2025 and 2026.
